[Actually most of it is the fact Espio is pretty damn sure he knows a supervillain when he sees one and is being judgemental about it. However the accusations are still something people should take seriously, whether they are accustomed to supervillan lunacy or not.]
He's been accused of rape, on at least two counts. But because he can fake regret and switch on the waterworks, his claim to have been under an "influence" gets to fly! Despite the shameless lie, when there were no weird effects in that timeframe for him to blame.
I believe in regret and redemption, but I also know it can be faked. But why bother? The hell is he up to?
[Monty tries not to let his disgust and anger show on his face. It wouldn't do to worry Demyx and then Nah by extension. What a way to start this journey.]
And he has sway over Mr. De Luca. Espio, please tell Detective Oda or Detective Castellanos what you've heard and seen. I can't do anything at the moment. I'm away from the fortress and I'll be out of communicator range soon for the next week.
I knew there had to be oth
I don't know that they'll be able to do much, but they'll be much better arbiters than Mr. De Luca, but Dio has mind-control. Someone needs to make him touch the orb in Aletheia's shrine before any sort of interrogation takes place.
And what are our charming detectives going to do? Tell me they can't do anything before even considering any possibilities whatsoever? And good luck luring him to the orb when everyone knows what it does!
[Monty cringes internally at the first question. He should have scratched that out more thoroughly.]
I know of at least one person who's been victimized by Dio. Perhaps they're one of the two you heard about. Were the two men or women, do you know?
As for the detectives, if there is a specific crime that has been actively committed of that severity, I suspect their response may be different. Detective Oda, particularly, is a well-respected and authoritative person in our company. He can at least be an impartial voice if Mr. De Luca is being manipulated, as you say.
[Monty bites down on the urge to tell Espio to be quiet, to go away. What does he know? But he can recognize that as inappropriate and disproportionate. The chameleon only seems to think Monty's been threatened at this point. Better to leave him assuming that than the whole truth.]
Because of every person here, he has spoken about consent and safety the most. More on point, he has significant experience dealing with supernatural enemies.

Espio, this is very important. What sorts of terrible things?
Is this about Mr. De Luca's missive?

And yeah, I doubt it.

[Just going to be much less suspicious there.]
It's more than once, and I suppose that's all that's important. If you won't tell the detectives, then consider Captain Harkness as an alternative.

Why him?
